CB: Public schools are, in the U.S. system, explicitly emphasized to be a state and 
local function. They are not provided for in the U.S. Constitution. The U.S. Dept of 
Education is a very tiny fraction of the national educational budget. This was part of 
the demogogy of the Bush campaign , by the way, as his television ads on education 
implied the President has more of a role in education than she actually does.

I agree on Social Security. If the stock market keeps stagnating and even falling 
more, this will be a good objective condition to put a curb on Social Security 
privatization. If Bush ruins Social Security, that might wake the ghost of the New 
Deal.
