No, mouse color is usually determined by the operating system. This is a good thing, it provides interface continuity across the environment, but it sounds like you may be using some kind of non-standard arrangement. On Windows, the default cursors have both black and white, so that there is always contrast no matter the background color. We can't control this, Vim and Cream use whatever is specified by the environment.
