I think there is no objection to that, just nobody seems to have enough time and interest to do this. There is some core essence of the OpenRaster standard that several applications already implement, or that we have all agreed upon here. I think it would be good to isolate this part from the wiki, put it into a document, and label it OpenRaster 1.0 as you proposed. About future development of the OpenRaster format, I am hoping for the "big players" (GIMP, Krita) to take over the implementation initiative again, and exchange advanced concepts amog each other before MyPaint catches up ;-) I'm not so worried any more if the future ORA can't have fallbacks to render correctly in MyPaint.
