Officially it is called a 'Projectsubsidie Kunstendecreet'.
The subsidy is granted by:
The committee for Design and Architecture of the Department Arts and
Heritage of the Flemish Ministry for Culture, Youth, Sports and Media.

I'm litterally translating the statement they made:
"The committee recognizes the importance of such an international
initiative, which via the exchange of knowledge between developers and
designers, will play a role on an international platform. The committee
trusts that the methodologies proposed will guarantee that the event
will have a societal impact. The various international collaborations
presented, are seen as a positive asset. The applicant and partners
involved, will also help garantuee the quality of this project."
So I think you'd need to rephrase that to make it spin ;-) something like:
"Flemish ministry for culture recognizes the importance of Libre
Graphics Meeting"
Unfortunately the Federal Government doesn't support culture directly.

The Libre Graphics Meeting (LGM) is the annual working
conference for free software graphics application users
and developers. The fifth edition takes place 27-30 May
2010 in Brussels, Belgium. Teams from GIMP, Inkscape,
Blender, Krita, Scribus, Hugin, Open Font Library and
many other graphics projects gather to improve their
software and discuss new ideas for interoperability and
shared standards.
