The other thing to consider is that if you want to include colour, make smarter use of colour. Assuming 2-up printing on a copy-shop A3 laser printer, for every single page in colour there's an opposite page that can be in colour for no extra cost.

If you paginate issue zero, there are four 2-up spreads in which both halves are in colour, but nine where only one half makes use of the colour, leaving just three spreads which are entirely black-and-white.

Defintely yes: print locally and in small quantities is the way to go.

When the time comes I may be able to help with short-run production in the UK.
