Hi Juan Guillermo, I have been reminded that the main problem may not be the right medium but time of proposal, which may be a little late. So I correct my statement. Nevertheless I suggest you to still go and make your proposal on this mailing list. :-) That is the preferred channel of organization, as far as I could see and you'll have better chance to discuss it with the right people.
