[PS] Partner categories management : only from Sales

Bug description:
Version 6.0.1
Problem : it's not possible to manage the categories of partners/suppliers in
the Purchase Application. I've to to open Sales!
Let's imagine you are a Purchase manager : you can NOT add a category for a
new partner! It's totally illogical.
Solution : all the items available under Sales/Configuration/Address
Book should also be present in Purchases/Configuration/Address Book
