I have rechecked your issue. I think you are right but
I am only confirm this issue for "import_base" because in "import_sugarcrm"
has already dependency of crm
and in crm ,we have email 's dependency

In 5445 rev there was added new mail system for email sending, but
dependence not for module - mail.
