I just checked the current situation [0] and everything seems all nice
and shiny.
To check, I added openerp/tests/addons to the addons-paths, installed
the test_exceptions module, and clicked its first button (availalbe
under Tests > Test exceptions > Test exceptions). This rightly raised an
exception and gave me a gdp prompt.
(You didn't mention your described situation could only happen with a
RPC call, using e.g. -i base --stop-after-init --debug would not trigger
pdb, as the try/except starting gdb is related to RPC dispatching.)
