Title:
  [6.0] base_action_rule form - state selection cannot be emptied

Bug description:
  Hello,

  I'm using CRM

  When I edit my action rule, if I define one of the State selection
  (condition or action), then I'm unable to change it back to void.

  It can be either a problem in GTK client that doesn't send the write
  to the server (in debug_rpc mode nothing is received on server side if
  editing only one of those selection)

  Or it can be specific to base_action_rule in which the selection
  fields are defined with a couple of empty string as a selectable
  value.

  One option to resolve this would be to use the following fix. However,
  this fix base_action_rule and not the GTK client. I'm not sure if it's
  correct.
