I agree with Jignesh, the default locale being en-us, the default date format should be en-us. If we decide to have an "international" default locale then the format should be ISO8601 instead.

IMHO, The default one should be '%d-%m-%Y' which is used by most countries and also by the biggest population in the world. This method is used when you install a new language because the 'date_format' is not defined in the data files. So whenever a new language is added to the system, its date_format is '%m/%d/%Y' which is wrong in the majority of cases. I think that method should returns the commonly used '%m/%d/%Y' format and res.lang data files should add a specific date_format to some languages when necessary.
