Yes , I am agree with you.it should be not valid one entry line.
But this issue is automatically resolved ,when lp:924604 will fixed.
Because applied constraints will never allow to valid debit/credit with zero
value and right now it is not allow post "Non balance" entries.

It seems to me it is wrong to allow validating one Entry with one entry line
which both values debit and credit fields are set to zero,
this is meaningless
