Public bug reported:
As of OpenERP 6.1, the order of the tax codes in the VAT report is taken
from the account_tax_code's sequence. However, it looks like there is no
way to set it from the chart of accounts template because the field does
not exist on the account_tax_code_template model.
The field should be added to the tax code template, and copied in the
generate_tax_code method.
