your add.py needs to declare a global variable named 'migrations'.
So make a
migrations = {'6.1': {'addons': {'banking': 'lp:banking-addons/6.1'}}}
of it and it should work fine.
Or pass
-A "{'6.1': {'addons': {'banking': 'lp:banking-addons/6.1'}}}"
