By the way, when we talk about uniqueness, we must only ensure that the same
URN does not denote two things. There can be multiple URNs for the same thing.
The more URNs we have about the same thing, the more costly the co-reference
resolution.
If the latter were not the case, anyone could use for everything his local
unique code generator,
and nobody would understand the other...(The "IT solution").
