Subject: Issue 333: E101 as subclass of S16


Dear all,

In the notes about resolving issue 333, we resolved to create E101 Intention to 
Apply as a subclass of S16 State.

Could we revisit that discussion, as having a core CRM class that is a subclass 
of an extension class is indicative of either that E101 should be in an 
extension as well, or that S16 (or similar) should be part of the core ontology.
Currently, the core ontology is unable to be implemented without S16, which 
(thankfully) is only an additional class between E2 and E3.  This seems to fit 
in with the discussion about State or Phase in Berlin, as well.
