Seems I was not clear initially. my proposal is not to make /boot/dtb the dtb to use but to make /boot/dtb/ the directory to place for all distros to place all dtb files in. The hardware vendor would be free to use the dtb we as distros provide or one they provide by default. This choice can be overriden in the boot config file.
