I think "org.mortbay.jetty.server" is a bad example. It's still active in terms of Orbit builds and AFAIK there are no plans to remove it from Orbit for Juno. Thus, it's still possible for everybody to consume in Juno (IMHO). I think the critical part is an Eclipse project which is depending (including) an old version of another Eclipse plug-in in its submission to the common repo. Thus, bringing the Indigo version of an Eclipse project into the Juno repo.
