Bug 265525 is about heap space. We did increase the heap space across all platforms in 4.2 release (see bug 373679).
However Ed is talking about permgen memory, and in particular he is talking about the case of launching a nested Eclipse. This is a very difficult problem to solve and there has been investigation on it over the past few months.
