Depending on the time of day, Eclipse bandwidth has been completely 
saturated recently, which can make for some very slow downloads. In our 
lab we have measured downloads as slow as 10KB/s and often in the range of 
15-20KBs [1]. The worst time of day seems to be mornings EDT.  The 4MB in 
the two repositories currently in the composite Juno repository would take 
about 6 minutes at 10KB/s so your numbers sound about right. I believe 
when we release these files typically get redirected to somewhere like 
amazon where the throughput is much better. Also we will only have a 
single repository so the number should drop in half from today where we 
have two. As another data point, our repository in Juno is about 10% 
smaller than Indigo SR2 despite having about 100 more IUs, due to 
optimization work in the p2 repository format.

Is a long delay typical when referencing the juno repository. I just 
downloaded the RC2 JEE package and went to try Sapphire install. After 
pointing to the repo [1]. It just sits there in “Pending…” state. Been a 
few minutes like that. I checked and there is nothing wrong with my 
network connection.
