There shouldn't be any change in the /eclipse/updates/3.8 repository since late September when 3.8.1 was released. I poked around the repository on the file system and I can't see anything that has changed since September 26.
Have you changed what version of p2 is being used in your builds? I'm not aware of any p2 change that could cause this, but on the other hand I would think the version of p2 being used in your build wouldn't change from week to week anyway.
