WTP has declared M4 build, so +3 projects with WTP dependencies can now

That would produce a milestone candidate, not a final milestone contribution, 
which would still need to be re-built and re-tested against the actual final 
versions of all dependencies. I understand the difficulties in delivering 
circular dependencies, which does require some seriously fuzzy releng, but most 
projects on the release train do not have a circular dependencies. We have the 
+1/+2/+3 system.

Wouldn't you just build against the candidate that they have already 
contributed? I don't follow how this prevents a project from contributing their 
own candidate to the aggregation. There are enough circular dependencies 
between projects at the same "level" in the train that we could never produce 
anything if nobody contributed a candidate until all their upstream 
dependencies are declared themselves completely done. For example Platform 
requires EMF and vice-versa, so we each need to build against each other's 
candidates before either can be "done".

Just to clarify… Presence in the aggregation build is only one necessary 
aspect. Many projects are waiting on WTP to declare M4, so we know what to

We are in the candidate aggregation build, we just delayed the "official" 
declare because all teams were delayed being down in numbers this time of year. 

The declare is coming very soon   -  (Carl is on vacation officially...)

Is there an ETA for declaring WTP M4 build? I see that every project besides 
JSDT and releng have signed off?
