And we sure hope no one has been using/depending on it, since it has been the "wrong one" for about the last 3 or 4 years!
It appears it was started to be removed some time ago, but then just never finished, and then forgotten about. It is the old "update manager" version (based on org.eclipse.update.internal.jarprocessor (in org.eclipse.update.core bundle)). The new, correct version is in p2 project and named org.eclipse.equinox.p2.jarprocessor. Same function, but with fixes! We don't think this needs to be a separate download since its "independent use" would be very rare, and those that do need it can get it from our platform downloads or software repositories.
