I've developed it with this possibility in mind. It's modular and configurable but not documented very nicely. Some time
ago I described it on this bugzilla: https://bugs.eclipse.org/bugs/show_bug.cgi?id=339472#c8 . The source code is in
Git: http://git.eclipse.org/c/cdo/cdo.infrastructure.git/tree
I'm willing to help if there's interest to turn it into something that runs
centrally.

It traverses the Git log and looks up Bugzilla data for commits with comments that start
with "[bug-id]".
