I agree with Alex on that. Although the CONTRIBUTING file is a good
idea, it's probably not enough. People generally don't read
documentation first. They do things, and if it doesn't work they read
documentation. I don't believe that the CONTRIBUTING file will ensure
that all contributors used to working the "GitHub way" will work with
those Eclipse mirrors repo in the "Eclipse way".
We should find a way to disable Pull Requests (and issues tracking, but
it's already the case for most repo) from mirror repo. So people who'll
try to contribute won't be able to do it, so they'll read the
CONTRIBUTING file to know how to conrtibute.
