Those other subdirectories you mention will "disappear" as we come out
with the release in the weeks ahead. In theory, from the time you are
able to see them, until the time we declare RC2 there is a chance they
could change, though that doesn't happen often ... it does happen
occasionally.
(Not sure why you are asking, what you want to accomplish, so just
stating the minimum answer to your question.)
I'm actually getting a mirror of Kepler RC2 on download.jboss.org that
we'll use to build next snapshots of JBoss Tools, and we generally try
to get "stable enough" URLs to use as sources. But I can use the staging
one, it's not a difficulty.
