I don't think MDT/OCL should be on the list, so I reviewed the Bug 406441 dependencies. It appears that the only projects that satisfy you are ones where you have added the PMC approval yourself. All other projects have a problem at the PMC stage. So it seems that either you or the PMC are failing to complete the approval by updating Bugzillas in response to the approval grant on the PMC mailing list.
