They are at least 3 deep at +1 alone: EMF, UML2, OCL

For practical reasons, projects sometimes build early, so the dependencies are just being ignored.

This is mostly ok, since builds are not usually sensitive to the few, if any, API changes since an I-build used by the early build.

Perhaps we should require that any API evolution since a milestone is made available in an I-build by -4 and that there is a temporary API freeze from -4 to +4. Projects could then happily build in any order up to four days early.

+2 is fine. Ideally, m2e should go after platform and xml editor (not
sure where this comes from now), but in practice we always build against
previous milestone and usually have our builds ready in advance.
