[cross-project-issues-dev] build.e.o is offline

The build server (build.eclipse.org) ceased to respond about 15 minutes 
ago.  We've issued a power cycle and we're waiting for it to return to life.

During this time, proxy and signing services will be interrupted.
Apologies for this interruption.  We'll get things going ASAP.
