The SimRel requirements ask to 'state intent' about participation early, so let 
me state that GEF is planning to participate in the Mars release:

We are planning to include a first snapshot (with yet provisional API) of the 
new GEF4 components for Mars. And while GEF has always been a +1 component, 
there is one new GEF4 component, namely GEF4 DOT, which introduces dependencies 
to EMF and Xtext (all other GEF4 components are true +1 components, while GEF4 
Graph may introduce further EMF dependencies). I am not completely sure about 
the implications this will have, but I assume GEF needs to remain a +1 
component nevertheless (because there are +2 projects depending on it). Advice 
on how to properly handle this would nevertheless be welcome!
