We noticed this as well (see bug 443353), but as you said yourself, there 
is no technical impact for clients because the version number is increased 
(just not in the service segment). We didn't want to risk breaking clients 
that use strict feature dependencies so late in the game. We'll try our 
best to correctly increase them for SR2.

Hate to bring more bad news as this release already had more than its 
share, but? it appears that version numbers in platform features have not 
been correctly incremented for Luna SR1.
 
Luna: org.eclipse.platform_4.4.0.v20140606-1558.jar
Luna SR1 RC4: org.eclipse.platform_4.4.0.v20140911-0143.jar
Luna SR1 RC4a: org.eclipse.platform_4.4.0.v20140925-0400.jar
 
Same problem in JDT, PDE and other features part of the Eclipse project 
build.
 
The update from Luna GA does seem to work regardless, so impact is in 
about box confusion and  on adopters hoping to be able to reference Luna 
SR1 as platform 4.4.1.
