The particular problem you report could be because Luna really needed a
maintenance fix, so it went to 3.9.1, but Mars gets fixed elsewhere so
there really is no change and 3.9.0 might seem ok. Clearly it isn't. It
should be 3.9.100 until a real change comes along to make it 3.10.0.
