Disappointing, but there might be a simple explanation - different
numbers of users.
Some users prefer to wait for a .1/SR1 before migrating.
Some users dependent on third party add-ons / rebranding may not get to
migrate until Mars.1
You cannot know the number of actual users, but you could normalize to
the number of reporting users.
