Paho would like to participate in the Neon simultaneous release.

Offset +3 - no other project depends on Paho. Paho 1.2 would be
released /with/ Eclipse Neon, not /part of/, the same way that Paho 1.0
was released simultaneously with Luna.
We withdrew from Mars, but Benjamin told me that we could have
participated with release 1.1, which came out in 1Q 2015. This time
around I intend to have a 1.2 release in 2Q 2016, and use that to
participate in Neon. I'm not sure what the requirements are for the
release being simultaneous, but this way we should be ready in plenty of
time.
To clarify, from Wayne's query last year: we'll do our release with
Neon, but we won't include any bits in the shared p2 repository. Having
said that, we do have some Java components which could be there, so I'd
be willing to reconsider that statement if anyone thought it was a good
idea.
