We've identified and fixed the issue with download.eclipse.org. Yesterday, we'd enabled logging httpd events to a centralized server.
As download.eclipse.org generates 500 log entries per second, it became overwhelmed. Even after 11 years, the volume of traffic we serve still catches us off guard. Apologies for the mistake. The Proxy issue with HIPP and internal access remains, and is tracked via bug 438118.
