Not due to bug 484629, AFAIK, I think it was because it never got a "+1" from the package maintainer (Chuck Bridgham).

Most of the M4 EPP packages are available at https://www.eclipse.org/downloads/index-developer.php A few packages had a problem with an error dialog at startup (See Bug 484629).
