This should have been "now" as of about 4:10 today (3/20). 
Sorry for the temporary issue. 
I have updated bug 490027 (with a number of "side issues")  but if you are 
still seeing, please comment in that bug 490027.

Some CBI and Equinox p2 builds on Hudson (and in my local environment
as well) are broken because properties-maven-plugin's goal
read-project-properties cannot load properties file:

Equinox p2. Any ideas?
