A project can consume components from another incubating project.
The limitation is that you can only consume components from a release
version.
Incubation is, however, viral. If a download includes bits from an
incubating project, then the download needs to conform to the incubation
branding requirements. e.g. if a package includes components from an
incubating project, then the package must include a message along the
lines of "includes incubating components".
So, you can consume incubating components, but may not want to.
