I entered my GitHub handle in my account page at Eclipse 
(https://dev.eclipse.org/site_login/myaccount.php) and got an invite to join 
the Eclipse Foundation later that day.
So it might be automatic.  (Be careful when typing - you can't change it once 
entered)

Hi,

You need to be a member of the Eclipse Foundation Github organization
(https://github.com/eclipse) to get this label. I'm not sure what the exact 
policy is to become a member of the organization though.
