Hi,

This is the RSS News reader.

It can be disabled via a preference:
/instance/org.eclipse.recommenders.news.rcp/newsEnabled
Set its value to false to disable automatic news polling.

In the UI, the setting can be found at Preferences > General > News >
Enable automatic news polling
