The referenced ZIP was for the platform SDK only. It has
http://download.eclipse.org/releases/oxygen built in. I've fallen foul
of this before now particularly since the spelling of staging
challenged. Perhaps the platform should have make just
http://download.eclipse.org/staging/oxygen available before release day
and switch to http://download.eclipse.org/releases/oxygen after release
day so that those who install before the release day get to use the
latest staging contributions automatically. Or a "would you prefer to
use staging" popup prior to release day.

You need to specify http://download.eclipse.org/staging/oxygen as an
available site if you try to install before the
milestone/release-candidate is complete.
