The deadline to opt in for Eclipse Photon is December 15/2016.

The process established by the Eclipse Planning Council is that all
projects that intend to participate in the release must announce their
intent on this list.

Your announcement must include a link to the release record and state the
planned offset. This is all explained in the documentation.

Requirements#State_intent_early_.28M4.29

This requirement to state intent is primarily to make sure that project
teams are paying attention. While it's true that I can probably hunt down
last year's participants and just add them to the list, doing so would
defeat this primary goal.

Many projects have already declared their intent.

If your project is not listed, or is missing release information, please
announce your intent soon. If you're dropping out let us know that as well.

Note that in early 2018, we will start disabling projects that do not state
their intent from the aggregation build.

Let me know if you have any questions.
