EMF and XSD will be participating in Photon.
EMF Base is at offset -2
EMF Core is at offset +1

Note that the current builds for these depend on Buckminster. If the
signing script used by Buckminster stops working before the June release
of Photon

the build will need to be migrated to Tycho during the Photon release
cycle. If that's the case, we will not longer produce a special Base
build for the Platform at some point during the current release cycle.
