I've successfully migrated EMF's build (which includes the build for XSD) to Tycho:

EMF and XSD can build against all target platform versions Helios through Photon and all bundle version ranges support this full version range.

I've contributed the following update site to simrel for Photon M5:

http://download.eclipse.org/modeling/emf/emf/builds/milestone/S201801231215

The builds are published and an index is generated here:

All old EMF update sites are now obsolete, but of course they have not been deleted.

The new update site is rooted at http://download.eclipse.org/modeling/emf/emf/builds and includes the following relevant sites:

 * http://download.eclipse.org/modeling/emf/emf/builds/release
   A composite of all releases, currently 2.6 through 2.13
   Each release is available directly, e.g.,
   http://download.eclipse.org/modeling/emf/emf/builds/release/2.13
   Each of these older release repositories was mirrored from the
   original now-obsolete update site so acts as a replacement for the
   older site.
 * http://download.eclipse.org/modeling/emf/emf/builds/release/latest
   A composite that is a moving target; it currently references the
   2.13 release.
 * http://download.eclipse.org/modeling/emf/emf/builds/milestone
   A composite of all milestone builds.
   These feeds into the release train.
   All children of this composite are deleted upon the first successful
   milestone build of the next version of EMF.
 * http://download.eclipse.org/modeling/emf/emf/builds/milestone/latest
   A composite that is a moving target that references the most recent
   successful milestone build; this is the one that feeds into the
   latest release train.
 * http://download.eclipse.org/modeling/emf/emf/builds/nightly
   A composite of at most 7 of the most recent successful nightly builds.
   Old nightly builds are deleted often.
 * http://download.eclipse.org/modeling/emf/emf/builds/nightly/latest
   A composite that is a moving target to reference the most recent
   successful nightly build.

Please use these new update sites for your builds, your *.target files, and your Oomph Targlets, keeping in mind the semantics and retention policy described above.
