Simply open a bug against Community > CI Jenkins 
(https://bugs.eclipse.org/bugs/enter_bug.cgi?product=Community&component=CI-Jenkins)
 asking for specific plugin to be installed. You will have to configure your 
jobs to use the plugin though.
