You may be right.
The HTML of https://www.eclipse.org/downloads/ is decorated with with
"Unable to connect to the database server at this time" errors. So may
be some central piece of infrastructure that's dragging everything else
down.
http://status.eclipse.org/ says everything is fine, but
https://wiki.eclipse.org/, https://ci.eclipse.org/ and others do not
respond from here (France), or at least are very very slow. Gerrit
(https://git.eclipse.org/r/) seems OK though.
