The link appears to be working. That tool, however, has been deprecated. Part of the problem with it is that you need to be logged in to www.eclipse.org before you attempt to access it or it'll just redirect to /projects. I'll have the link removed.
I have a new tool in the works, but it's not quite ready for prime time.
