Hey gang,

I discovered a blocking bug when starting to write a CDT article about Photon.
It breaks CDT's serial launching capability with the Terminal open on the same
port. CDT does a pause and resume serial port so that the launch can get access
to it. This feature is used when working with microcontrollers including all
the Arduino's.

Also, for the article I've fixed CDT's scanner discovery for an issue that
raised its head when working with Espressif's ESP-IDF SDK used to program the
ESP32, another inexpensive microcontroller and the example for the article.

Bug are here:
https://bugs.eclipse.org/bugs/show_bug.cgi?id=534286
https://bugs.eclipse.org/bugs/show_bug.cgi?id=535972

The first one is actually a revert of a commit made three weeks ago that caused
the serial port failure.

I thus request a respin of RC4 simrel and C++ package to pick up the CDT build
with fixes to these. The simrel files have already been updated and merged.

Thanks and apologies,
Doug.
