Hi, in 4.11 we are planning to remove the option to create new plug-ins using the plugin.xml layout from Eclipse 3.1-3.3.
If you need to create new plug-ins with 4.11 using pre 3.4 formats please comment on https://bugs.eclipse.org/bugs/show_bug.cgi?id=541310.
