Okay, maybe my assumption was wrong when I added the packages to the EPP p2
repo a few minutes ago...
My thinking was based on the assumption that nobody uses the
/releases/2019-03 yet, but obviously that was wrong.

It should resolve itself, once /releases/2019-03 is populated with the M1
content in the next hour.
